Open Window > Layers and create these layers in order (bottom to top):
Backgrounds (full-bleed colors, textures, page images)
Images (article photos, illustrations)
Text (headlines, body text, captions)

Go to Pages Panel > double-click A-Master. Add:
Page Number markers (Type > Insert Special Character > Markers > Current Page Number) — place at bottom corners.

Logo or Brand Element (if repeated).

Once your document is set:
Go to File > Save As
Choose InDesign Template (.indt)
